Motion carried unanimously. 18/09-02 Morris/Anderson, to approve the August 22, 2018, County Board Meeting Minutes. Motion carried unanimously. 18/09-03 Morris/Turnquist, to approve the request from the Personnel Committee that Erin Yerigan remain at a full time/40 hours per week status effective August 20, 2018. Motion carried unanimously. 18/09-04 Warring/Anderson, to approve the request from the Personnel Committee that Sharon Katka, current Office Manager/Personnel Technician, be reclassified to the position of Human Resources Generalist. Motion carried unanimously. 18/09-05 Morris/Turnquist, to approve the following Personnel Action Items: to authorize the hire of Joshua Anderson, full time Appraiser, effective September 17, 2018; to authorize the hire of Allen Bahr, full time Heavy Equipment Mechanic, effective September 17, 2018; to authorize the hire of Andrew Sammis, part time Deputy Sheriff, effective September 6, 2018; to accept the resignation of Seasonal Maintenance Worker, Nicholas Nowack, effective August 17, 2018; to accept the resignation of Seasonal Highway Laborer, Kevin Fairbanks, effective August 16, 2018; to accept the resignation of Seasonal Highway Laborer, Richard Hedemark, effective August 22, 2018; to ratify the position reclassification of Sharon Katka from Office Manager/Personnel Technician to Human Resources Generalist, effective September 5, 2018; and to ratify the full time status of Erin Yerigan, Administrative Assistant, effective August 20, 2018. Motion carried unanimously. 18/09-06 Turnquist/Oslund, to schedule the Judicial Ditch #3 Committee Meeting for Wednesday, October 3, 2018, at 1:00 p.m. in the Second Floor Training Room in the Isanti County Government Center. Motion carried unanimously. 18/09-07 Morris/Anderson, to approve the following: PUBLIC EMPLOYEES RETIREMENT ASSOCIATION PEACE OFFICER DECLARATION WHEREAS, the policy of the State of Minnesota as declared in Minnesota Statutes 353.63 is to give special consideration to employees who perform hazardous work and devote their time and skills to protecting the property and personal safety of others; and WHEREAS, Minnesota Statutes 353.64 permits governmental subdivisions to request coverage in the Public Employees Police and Fire Plan for eligible employees of police or sheriff departments whose position duties meet the requirements stated therein and listed below. BE IT RESOLVED that Isanti County hereby declares that the position of Deputy Sheriff, currently held by Cory Johnson meets all of the following Police and Fire Plan membership requirements: 1. Said position requires a license by the Minnesota peace officer standards training board under sections 626.84 to 626.863 and this employee is so licensed; 2. Said positions primary (over 50%) duty is to enforce the general criminal laws of the state; 3. Said position charges this employee with the prevention and detection of crime; 4. Said position gives this employee the full power of arrest, and 5. Said position is assigned to a designated police or sheriffs department. BE IT FURTHER RESOLVED that this governing body hereby requests that the named employee be accepted as a member of the Public Employees Police and Fire Plan effective the date of this employees initial Police and Fire Plan salary deduction by the governmental subdivision. Motion carried unanimously. 18/09-08 Turnquist/Warring, to approve the 2018-2019 Isanti County Affirmative Action Plan. Motion carried unanimously. 18/09-09 Oslund/Turnquist, to approve the following utility permits: Permit No. 18-09-35: CenturyLink, an underground communication line on CSAH 10, north of 273rd Ave. to serve 27408 Verdin Street. Motion carried unanimously. 18/09-10 Turnquist/Morris, to approve the following claims and warrants: Motion carried unanimously. O0o Jim Shomenta, Chairperson of Isanti County Coalition of Lake Associations, presented information on the organization. O0o Barb Chaffee, CEO of Central MN Jobs & Training Services, presented an overview of the organization. O0o Trisha Bigaouette, Financial Director of Central MN Jobs & Training Services, reviewed the Annual Fiscal Audit and the Annual Report. O0o Rebecca Perrotti, Business Service Coordinator of Central MN Jobs & Training Services, spoke of how the organization helps those in our community and introduced a guest speaker, Samuel Stomberg, who spoke about his experience working with Central MN Jobs & Training Services. O0o Barb Chaffee, CEO of Central MN Jobs & Training Services, recognized Mike Warring, who has served on the Joint Powers Board for seven (7) years. 18/09-11 Turnquist/Morris, to approve 30 minutes paid time for all County employees to attend the Health and Wellness Fair on October 23, 2018, from 11:00 a.m. to 1:00 p.m. Motion carried unanimously. 18/09-12 Anderson/Warring, to approve the reimbursement to Stanford Township in the amount of $29,833.00 from the Park Reserve Fund for the purchase of a fishing pier at Blue Lake. Motion carried unanimously. 18/09-13 Oslund/Morris, to approve the purchase of 250 tons of St. Croix River Valley Limestone from Rivard Stone in the amount of $46,100.00 from the Park Legacy Grant. Motion carried unanimously. 18/09-14 Warring/Anderson, to approve the Criminal Justice Information System and National Crime Information Center Agreement between Isanti County Sheriffs Office and the Cambridge Police Department. Motion carried unanimously. 18/09-15 Turnquist/Warring, to approve the following resolution: ACCEPTANCE OF DONATIONS TO ISANTI COUNTY. WHEREAS, it is the policy of Isanti County that gifts and donations to the County shall be accepted by the Board of Commissioners; WHEREAS, various departments and programs within Isanti County have received gifts and donations during the month of July 2018 as follows: Administration Department for Employee Wellness Program: Minnesota Renaissance Festival Renaissance festival tickets (2); Veteran Services for Veterans Transportation: VFW Rum River Post 2735 - $150.00; Sheriff Department for Safety & Rescue Program: Burdeski, Richard - $200.00; Sheriff Department for Mounted Patrol Program: Smith, Timothy - $320.00; Parks Department for Medallion Hunt: Cambridge Family Dental - $50.00. NOW THEREFORE BE IT RESOLVED, that the Isanti County Board of Commissioners hereby formally accepts these gifts and donations. Motion carried unanimously. 18/09-16 Anderson/Morris, to approve the following resolution: A RESOLUTION APPROVING THE REPURCHASE OF TAX-FORFEITED PROPERTY. WHEREAS, Mitchell Borchardt, as heir of the estate of Leona Neutz, has applied to repurchase the tax-forfeited land identified as parcel number 09.020.1104 in Spencer Brook Township under Minnesota Statutes 282.241; and WHERAS, allowing the repurchase will either correct undue hardship or injustice resulting from the forfeiture or will promote the use of the lands that will best serve the public interest; and WHEREAS, Mitchell Borchardt, as heir of the estate of Leona Neutz, has agreed to pay the total repurchase price of $2,799.83, which includes all taxes, penalties, interest, fees, and other costs due on the parcel as determined by Minnesota statute; NOW THEREFORE BE IT RESOLVED, the Isanti County Board of Commissioners hereby approves the application to repurchase the property contingent on payment of the full repurchase amount of $2,799.83 to the Isanti County Auditor-Treasurer prior to the close of the business day on September 5, 2018; and BE IT FURTHER RESOLVED, the Isanti County Board of Commissioners hereby considers the above approval of the repurchase void and denies the application in the event the full repurchase amount is not paid to the Isanti County Auditor-Treasurer prior to the close of the business day on September 5, 2018. Adopted by the Isanti County Board of Commissioners this 5th day of September, 2018.
